IMPORTS 'LAND-BRIDGED' TO CANADA HELD OUTSIDE ECONOMIC REGULATION

In a decision and order issued on reconsideration, ICC sets aside six-year-old ruling, saying that transfer from ship to truck does not change foreign character of the movement. The ICC's Appellate Division 1 has ruled that the transportation of freight through the United States from one foreign point to another is not subject to regulation under Part II of the interstate commerce act.
