The 102nd Congress will be preparing to reauthorize the funding of the Urban Mass Transportation Act. Key questions asked by transit professionals are of course the level of reauthorization. Reauthorization decides what continues, how it continues, and the maximum amount of funding for a specific program. In the past, Fiscal Year 1983 through Fiscal Year 1986, funding levels rose. However, in 1986 Congress decided to accept lower levels that had already been approved and appropriations continued to decline. The only increase in actual funding has occurred in 1991. To ensure that the concerns of community transit operators are addressed, a group of members of the Surface Transportation Committee are expected to introduce the Mobility Assistance Act. Community transit supporters need to contact their Senators and Representatives to inform them that there is interest in transit reauthorization and exactly what improvements should be made to the programs.
