Almost the only reason for taking a car from a parking place is to park it again. Nearly all the costs and disbenefits associated with car use, public and private, are incurred whilst the car is in transit between parking places. Nearly all the benefit from car use is had whilst the car is parked. The most basic quality of service concept for car navigation and information systems is that they ought to move cars between parking places in such a way that the amount of time car users have for their activities is maximized. That will result when systems deliver shortest in-car travel time to best choice parking locations.
