This is a discussion of a paper of the above title by M.D. Boscardin and E.F. Cording published in vol 115, no 1 (Jan 1989) issue of this journal. The discusser comments on the authors' assumption that the horizontal ground strains impose equal horizontal strains in a structure supported by the moving ground. This is not considered generally true. The discusser describes experience in this area and quotes from papers authored by the discusser. More information is requested on the assumptions made concerning the boundary conditions at the interface between the structural foundations and the supporting soil.
