The cost of the industry's chicken and egg dilemma is both expensive and prohibitive to the advancement of vehicle navigational aids, fleet management, and digital mapping technology. This paper intends to surface the author's perspective, as a data user and applications developer, that the consumer of business, government, and corporate systems are assuming a tremendous cost overhead as a result of our failure to develop cooperative data sharing systems. This paper explores the potential of forging new ground, and the perceived winnings for those involved and those served.
