This article describes a city-wide computerized traffic control system--the largest "closed-loop" system in the U.S.--located in Newport News, Virginia. The state-of-the-art system was designed by the Fairfax, Virginia office of Frederic R. Harris, Inc. for the Virginia Department of Transportation. Primary features of the system include: (1) System operation, monitoring, and data logging capabilities at both central sites; (2) Flexibility in system mode of operation, i.e., traffic responsive or time-of-day/day-of-week/week-of-year; (3) Capability of modifying timing values from both central sites; and (4) Staged implementation capability.
