Article discussing road funding in developing countries. The author explains several means of financing road construction and improvement, such as attracting foreign investors to Build, Own, Operate and Transfer projects (BOOT). Usually the foreign investor is given a period of time for the right to operate the project. After this time ends, the project then transfers to ownership of the host government. Different countries experiences with road funds and user fees are presented as well as reasons for their success or failure.
