This article discusses toll roads as a viable means of financing new construction in developed countries. Programs consisting of government financing and toll collection exist in France and Spain. Countries in which the government provides loans at special interest rates to construction companies include Japan, Korea, Italy, France, and Spain, where it enabled the construction of high tech and high quality interconnected transport systems. Various other means that countries use to finance road construction are discussed and explained.
