VEHICLE FUEL CONSUMPTION IN THE ECONOMIC APPRAISAL OF ROAD IMPROVEMENT PROJECTS. ROAD RESEARCH UNIT OCCASIONAL PAPER

In this report, the use of a simple model of the relationship between fuel consumption and traffic characteristics is investigated. It includes details of the Australian Road Research Board's (ARRB) model of fuel consumption which has been partially calibrated for inclusion in the New Zealand vehicle operating costs model (see IRRD 828963). The report also includes a review of published research from overseas from the United Kingdom, the USA and the World Bank. Recommendations are made for future research on vehicle fuel consumption relationships.
