Essential elements of an effective Strategic Road Network Management System include a road database, a predictive pavement life assessment, and an assumed funding scenario. Roads Division, Northern Territory Department of Transport and Works, considers that it has developed the basis of a system which incorporates those essential elements. It is based on a method for the prediction of remaining pavement life using road roughness data. The method uses increments of roughness over time to predict the remaining life of the pavement. This provides for development of a strategic maintenance and rehabilitation (including reconstruction) program which can then be used in a cost model for life cycle costing of various maintenance/rehabilitation options over a nominated time span. The Roughness Methodology, with Cost Model, has the potential to provide an uncomplicated, flexible, technically appropriate approach to Strategic Road Network Management. (Author/TRRL)
