DELPHI STUDY ON BRIDGE CONDITION RATING AND EFFECTS OF IMPROVEMENTS

A Delphi study was conducted to allow the district and central office bridge inspectors of the Indiana Department of Transportation to participate in the process of preparing inspection guidelines. The 4 objectives of the study were as follows: (1) find relationships between the inspector's subjective rating and the FHWA's (Federal Highway Administration) numeric condition rating; (2) assess the relationship between the subjective rating and the severity and extent of distreses; (3) find relationship between the FHWA's numeric condition rating and the expected remaining service life when no improvement action is taken; and (4) estimate the increase in the condition rating and the expected remaining service life when particular improvements are made. The details of the study are presented and discussed. It was found that differences exist between inspectors in the assessment of bridge conditions and the interpretation of bridge condition ratings. It is necessary that the data input to the bridge management system follow unified criteria and that the inspectors be trained using guidelines consistent throughout a state.
