During 1989, the 2010 Transportation System Development Plan was adopted for the Chicago metropolitan area. The Plan identified improvement needs for both highway and transit facilities for the long term, well beyond the traditional five year time frame used for the region's transportation improvement program. To effectively address the congestion problem, a program was conceived that involved the cooperation of all the region's transportation planning and implementing agencies, called Operation Green Light. Specific plans, programs, and projects have been developed. Recommendations are described in detail in this first annual report.
