The Stratregic Approach to Subregional Transportation Planning was formulated in 1988 for use by the Chicago Area Transportation Study (CATS) in conducting a subregional transportation study of Kane County, Illinois, a rapidly suburbanizing area about fourty miles west of Chicago. A previous study in Lake County, Illinois left several unresolved concerns about the effectiveness of the traditional comprehensive approach in addressing the transportation planning needs of Chicago's most remote suburbs. This paper looks at the problems encountered in the Lake County study and discusses the ways the same problems were avoided in the Kane County study.
