This paper reviews the background and definition of the Congestion Management Program (CMP), the wide range of Congestion Management Agencies (CMAs) that have been designated, and the guidelines, data requirements, and current status of the program. A brief review of the transportation modeling requirements defined for congestion management planning is presented in the guidelines and data requirements section of the paper. The primary focus is on the legislative requirement to analyze the impacts of local land use decisions on regional transportation systems. A discussion of the possible outcome and future of California's Transportation Blueprint for the twenty first century is included.
