This paper discusses the development of the Texas Highway Trunk System, a planned rural four-lane divided highway network that includes and complements Texas' rural interstate highways. Topics include the inception of the Trunk System, research on similar state highway plans nationwide, the development and application of route selection criteria used in generating the Trunk System, the level of public involvement, and a description of the adopted Trunk System. Issues that remain to be resolved such as funding, plan implementation, and design standards are also addressed.
