ROAD POLICY REFORM IN AFRICA. IN: XIXTH WORLD ROAD CONGRESS, MARRAKESH, 22-28 SEPTEMBER 1991

This paper presents an overview of efforts undertaken under Road Maintenance Initiative (RMI) to define the key elements of improved road policy and tries to capture lessons from emerging experience. It also reviews briefly the current situation and response of governments and donors. The paper focuses on the main roads network which typically accounts for 50 percent of the total road network and 80 to 90 percent of inter-urban traffic.
