ROAD TRANSPORT OF DANGEROUS SUBSTANCES IN BULK. GUIDANCE FOR PROCEDURES ON ORGANIZING AND MONITORING

This guidance note, produced as part of the CISHEC (Chemical Industry Safety, Health, Environmental Distribution Council) "Responsible care" programme, deals with the road transport of bulk quantities of dangerous substances. It puts forward a basis for establishing procedures for organising and monitoring the safety aspects of the total operation. Subjects covered are: 1) product knowledge, hazard classification and degree of risk; 2) responsibilities of the consignor, the haulier and the customer; 3) the tank and equipment, including the industry and international codes of practice, safety and maintenance; 4) the driver, his qualifications and training; 5) loading and discharging, and 6) control measures for the vehicle and the load whilst on the road.
