POLICE SURVEILLANCE ON DRIVING UNDER THE INFLUENCE OF ALCOHOL. THE EFFECTS OF A MODIFIED POLICE SURVEILLANCE

Police enforcement can be an important measure in the prevention of driving under the influence of alcohol. With adequate police manpower driving under the influence of alcohol should be a less big problem. However, the manpower of the police is limited. Therefore a study has been carried out over the last few years with the aim to develop a modified way of surveillance for the available police personnel to get an optimum result. Such a modified surveillance, applied on a small scale is reported and the main results are presented. The results are the recommendations for a modified police enforcement technique. Characteristics of the new enforcement technique are: (1) Another commitment of the available police personnel, with almost the same manpower as used yearly in the battle against driving under the influence of alcohol; (2) a new method to stop and to control car drivers; and (3) giving more information and publicity on enforcement to the public and the police personnel. A test procedure as carried out in the city of the Hague is given as an example. (TRRL)
