AMERICA'S ROADS AND BRIDGES: A REPORT CARD

This study examined the impact of the Surface Transportation and Uniform Relocation Assistance Act of 1987 on the nation's roads and bridges, then evaluated federal road and bridge funding needs. Despite state efforts to fund transportation programs, road and bridge deterioration remains a critical problem throughout the nation. Repair funds have dwindled due to limited federal dollars and constrained state and local highway budgets. Report card grades were as follows: Road Improvements - C (C = neither progress nor decline); Bridge Improvements - C minus; Managing Traffic Growth - D (D = decline); and Funding - D.
