This report is based on the experience and practices of operators and describes: how fares are determined and by whom; the financial and other costs associated with different approaches to setting fares; the extent to which policies are subject to noncommercial influences; and the prospects for technical and other changes in the next five years. It analyses these issues on the basis of an extensive survey of UITP members, and details case histories of eight major operators from several continents.
