"GUIDING LIGHT" - THE ROLES OF BUS TRANSIT AND GUIDED BUSWAYS AS PRACTICAL PLANNING FOR PUBLIC TRANSPORT . PLANNING FOR PUBLIC TRANSPORT - A DYING ART? TWENTY-FIRST ANNUAL PUBLIC TRNASPORT SYMPOSIUM, HELD AT UNIVERSITY OF NEWCASTLE UPON TYNE, MARCH 27-29 1990
This paper examines the contribution of the bus to urban transport planning, using as an example the Bus Express Transit (BEST) system proposed by Yorkshire Rider Ltd. This would provide (a) ordinary on street bus operation wherever possible; (b) segregated 'guided bus' track where necessary; (c) bus lane and other bus priority measures where necessary; (d) junction improvements and priorities where necessary, and (e) a strong unique identity. The author describes the evolution of the guided bus system and looks at 3 cities where it is in use already (Essen, Adelaide and Birmingham). He goes on to outline a particular proposal, showing how the guided bus could relieve peak congestion in a bottleneck situation. Advantages put forward for bus transit systems are: (1) funding may be treated under the rules for public highway schemes, which are less onerous than the rules for public transport schemes; (2) no new parliamentary powers are required; (3) infrastructure can be provided where it is most needed; (4) initial capital outlay is small; (5) existing buses may be cheaply adapted; (6) noise and emissions could be reduced by using electrical power, and (7) the bus guideways could be used by other rapid transit vehicles, including rail based transit.
