TRAINING AND CERTIFICATE OF PROFESSIONAL COMPETENCE OF DRIVING SCHOOL INSTRUCTORS IN THE EUROPEAN COMMUNITY

This report presents the results of a research project carried out by the Traffic Research Centre in the Netherlands for the Commission of the European Communities. The research was aimed at clarifying the present situation in the twelve member states with regard to the training and licensing of driving instructors. Moreover, new plans and laws in preparation have been discussed and opinions and ideas of interested parties have been collected. Both by interviews in all member states and by organizing a workshop for delegates from all member states relevant information was obtained and a network of people was created willing to cooperate and motivated to consider ways towards improvement of the level of quality of driving instruction and towards a harmonisation of the existing regulations. The report introduces the reader to the domain of interest, explains and defends the research methods used, and gives a state of the art description of the situation in each member state. The contents and results of the workshop are given, with the texts of some of the presentations at the workshop, in the Annexes of this report. A comparison between the member states highlights the important differences that exist today. The report ends with some specific conclusions. (Author/TRRL)
