PERFORMANCE-BASED SPECIFICATIONS. STRATEGIC HIGHWAY RESEARCH PROGRAM PRODUCTS. PROCEEDINGS OF A SPECIALTY CONFERENCE SPONSORED BY THE HIGHWAY DIVISION OF THE AMERICAN SOCIETY OF CIVIL ENGINEERS AND THE FEDERAL HIGHWAY ADMINISTRATION. DENVER MARRIOTT CITY CENTER HOTEL, DENVER, COLORADO, APRIL 8-10, 1991

The two major products of SHRP's asphalt resesrch will be a peformance-based specification for asphalt binders, and a performance-based specification for asphalt-aggregate mixtures. The performance-based specifications will be founded on a set of validated relationships among asphalt binder properties, mixture properties and field performance that establish acceptable response ranges to control fatigue cracking, aging, adhesion, and water sensitivity. The performance-based specifications will define materials requirements in terms of limits, or ranges, of test results for measurable performance characteristics. The specifications will be supported by tests that measure materials performance characteristics. To determine the desirable ranges for performance values under specific conditions, SHRP will employ performance prediction models. Asphalt binder specification, asphalt-aggregate mixture specification, and their development are discussed.
