ROAD DEFINITION AS TRAFFIC ROAD AND MAINTENANCE STANDARDS. PROCEEDINGS - INTERNATIONAL SEMINAR ON ROAD AND BRIDGE MAINTENANCE, PORTOROZ, 1988

DEFINICIJA CESTE KAO PROMETNOG PUTA I STANDARDI ODRZAVANJA

This paper analyzes road definition according to the international convention on road traffic (Vienna, 8 December 1968) and points to some irregularities in French, Russian and English versions which affected national regulations on roads and road traffic safety. It draws attention to the fact that it is necessary to have a uniform and internationally accepted definition of a road, its elements and general notion on road maintenance and its use. It also suggests their definitions. Uniformity of suggested legal standards would contribute to uniformity of criteria concerning the responsibility for road condition and its maintenance. Presently, there are large differences in criteria concerning governmental responsibilities and it is necessary to coordinate different approaches in legislation.
