The Mbabane Town Council was faced with the serious problem of a deteriorating road network. Little or no routine maintenance was possible due to a lack of funds. Although a rehabilitation study made specific recommendations the final decision reached was based on the availability of funds at the time. This paper outlines the basis of the decision to use a bitumen-rubber single surface treatment contrary to the rehabilitation study recommendations. The paper also shows that the use of bitumen-rubber in single surface treatments on municipal streets is cost effective and bitument-rubber, if correctly used, is capable of being both cost effective and capable of eliminating reflection cracking.(A) For the covering abstract of the conference see IRRD 828827.
