ESTABLISHING PRIORITIES FOR UPGRADING OF GRAVEL ROADS . 5TH CONFERENCE ON ASPHALT PAVEMENTS FOR SOUTHERN AFRICA (CAPSA 89). PROCEEDINGS HELD IN SWAZILAND, 5-9 JUNE, 1989

The Cape Provincial Administration, recognizing the need to upgrade certain of their gravel roads to surfaced standard, appointed Consulting Engineers to rank these roads in a priority list. Information was collected from the responsible local authorites with respect to road characteristics, maintenance history and costs and relevant socio-political factors. Additional data required was obtained by on site inspection of each road. A computerised model was developed to determine the economic benefits of upgrading individual roads. Finally a ranked list was compiled based on each candidate road's rate of return. Variations in rate of return between projects and the factors influencing such variations are also discussed.(A) For the covering abstract of the conference see IRRD 828827.
