THE LINK BETWEEN SAFETY AND WAGES

The author discusses the safety implications of the "variable cost floor" for motor common carriers established in 1989 by the California Public Utilities Commission. One area discussed is the correlation between hourly wage rate and rate of accidents and citations--higher paid drivers have fewer moving violations and accidents. The author argues that only when the variable cost floor is raised will the most qualified drivers be on the highways.
