WHY AMERICAN BUSINESS NEEDS A STRONG HIGHWAY PROGRAM

This article offers arguments for why our country needs a first-class highway system. The author believes that a nation's economic strength is tied to the condition of its highways. The article includes historic background on the Federal Highway Trust Fund, created in 1956. The article reveals that nearly $10 billion in federal fees already paid by highway users are being withheld even though these funds can be used only for highway purposes. Meanwhile, America's highways continue to deteriorate. Arguments for a future highway program are presented, and six initial steps toward improving the Federal Highway Program beyond 1991 are outlined.
