THE MEASUREMENT OF CHANGES IN ROAD SAFETY

The Scottish Development Department, in an attempt to gain a better understanding of the concepts and practical possibilities for the measurement of road safety in Scotland, commissioned the Ross Silcock Parnership to investigate ways of expressing road safety for the purpose of setting policy targets and monitoring achievements. This paper summarises some of that work.
