This article attempts to summarize EPA's 1988 position on proposed fuel oil changes in their study, "Diesel Fuel Quality Effects on Emissions, Durability and Performance" Contract No. 68016543 compiled by Energy and Resource Consultants Inc. of Boulder, Colorado and Sobotka Consultants Inc. of Washington, D.C. which appears to provide a rationale to enact legislation to alter fuel oil composition to a concept never demonstrated through actual use, and which reaches conclusions relative to costs and savings which have no documented basis. EPA has studies and other preliminary legislative activities underway which will, if carried out, dramatically affect all diesel engine users.
