This first part of the study approaches the problem of preventive fire safety in single tubes carrying two way traffic, these being the more high risk tunnels. The authors review Japanese standards which prescribe the provision of autonomously ventilated "safe locations" situated in correspondence with emergency lay-bys. Details are given of fire safety equipment to be installed according to the risk category of the tunnel.
