ARE PAVEMENTS BUILT FOR THE USER? THE INTERRELATIONSHIP OF PAVEMENT ROUGHNESS, SERVICEABILITY, AND PERFORMANCE

This article attempts to define the rationale that underlies pavement performance evaluation; to clarify some of the concepts underlying serviceability measurements, and to plead for and suggest means for achieving a greater degree of compatibility in current methodology. Some of the specifics addressed are: the definition of the role of pavement performance evaluation within pavement management system; definition of the relationship between the Serviceability index and pavement roughness; and discussion of some approximate means for estimating pavement serviceability.
