A BETTER UNDERSTANDING OF "THE RAILROADS' SELF-INTEREST IN HIGHWAY FINANCE"

This paper represents a response to an earlier piece entitled "Understanding the Railroads' Self-Interest in Highway and Waterway Finance" by Frank N. Wilner. Generally speaking, Mr. Wilner's paper purports greater usage of America's railroads for public and freight transportation and suggests legislative measures be taken taken to implement the change especially in freight transportation. This paper however, opposes this view and discusses the issue across several areas of importance: fuel efficiency, safety, user taxes, government subsidies, and policy making. This paper discusses the current highway and railroad freight transportation situation.
