The current status of DBE (Disadvantaged Business Enterprise) program in Virginia and Maryland is discussed, and the results are presented of a survey of the present status and issues of the current program. Contractors were asked a series of prepared questions designed to provide information concerning the contractor's background, work experience, and opinions regarding the current operations of the DBE program. Recommendations are made for a model DBE program. The primary problem with the current DBE program is the strict set-aside nature of the program. As a result it does not significantly provide benefits toward the development of independent minority contractors. The model DBE program described here, is designed to develop independent, qualified minority contractors.
