It is descried how Phoenix has solved the problem of private utility lines during major street improvements. The city has developed a process called soft dig which uses sensitive electronic equipment to locate any type of buried service. Crews use an electronic device to locate any type of hidden utility lines. An air line then is inserted through a 12-square-inch hole which emits a jet of highly compressed air to distrub the soil while pinpointing and verifying the actual depths. The process alleviates any concern for compaction problems, especially when the hole is located on a road surface and is subject to heavy wear and tear.
