HOW TO FINANCE PUBLIC/PRIVATE VENTURES. ARTBA SECOND NATIONAL PPV CONVENTION

Three speakers at the American Roads aand Transportation Builders Association National Conference in November 1990 presented advice on alternative financing structures in the field of transportation. Speaker F. McDonough explained 3 major types of financing: tax exempt - general obligation and revenue bond financing; privatized - senior and subordinate debt, limited partnership and sale lease-backs; and interim financing. The current emphasis on the quality of credit was discussed by J. Query. By using the municipality's credit source and combining revenues, equity and underlying credit, a high credit structure can be built. A finance tool that will help developers utilize the financing tools described by McDonough was discussed by D. Seltzer.
