LOCAL GOVERNMENT AND TRANSPORT ENERGY: AN OVERVIEW OF PROGRAMMES. DEMONSTRATION AND MONITORING OF LOCAL GOVERNMENT ENERGY POLICIES - NATIONAL ENERGY RESEARCH, DEVELOPMENT AND DEMONSTRATION PROGRAM; END OF GRANT REPORT

Although there is a short term market glut of oil the long term prospect is a declining resource base, especially as Australia domestic sources have begun to decline from 1986 and new discoveries are not expected to meet a growing demand. Current self sufficiency in oil of 80 per cent is expected to drop to between 35 per cent and 65 per cent by the year 2000. In Australia there is a heavy dependence on petroleum within the transport sector. The issue of energy use for transport should be of importance to all levels of government. Local government is particularly important as it relates directly to communities and is largely responsible for laying out the city in terms of land uses that will set transport patterns over the next thirty years. Through a comparison of energy conservation initiatives overseas and in Australia an emphasis on within council energy savings is evident in all countries. Australian local authorities are well behind those in the other countries examined in terms of level of activity. Long term energy conservation strategies are undeveloped in most countries and can be seen as an untapped source of energy and cost savings to the community. Canadian cities are more advanced in this respect and can be used as a model of local government involvement in energy land use and transport planning. Australian councils and cities need to become more responsible about their role in energy conservation, not only in the area of in house measures, but more importantly in the long term transport planning area (A).
