The article describes how Toronto is solving overcrowding at its Lester B. Pearson International Airport with a new 1.4 million sq ft terminal that is the first privately developed, built and operated air passsenger terminal in North America. The number of air travelers in the U.S. is projected to double by early next century, and there is a great need for added capacity in the system on the ground. Private development of terminal facilites could be one way to build terminals. Potential profits from retail and other sources could make terminals attractive to developers.
