SELECTING THE VARIABLES WHEN ANALYSING MEASURES TO IMPROVE ROAD SAFETY

During the 70s, road safety was at a considerably lower level than it is today. The possibilites for effective means of improvement were on the other hand extensive. Safety problems were so wideranging that almost any measure would improve the situation. At the beginning of the 80s the situation changed. All easily introduced and inexpensive measures had already been implemented. Resources had to be applied more efficiently. This report discusses rational methods of selecting the effect variables necessary when analysing measures to improve road safety. A goal-oriented system is required; a system where it must be possible to measure the effects. A carefully designed testing schedule is of great importance. The theoretical description of this system is illustrated with some examples from the Nordic countries: a) measuring the effects of 30 km/h speed limits in zones; b) measuring the effects of roundabouts; c) measuring the effects of traffic improvements on through roads in urban areas; d) measuring the effects of bicycle lanes; e) effect variables in experiment with edge delineators and reflexes on snow stakes; and f) variable with variable speedlimits in a junction.
