DATA COLLECTION SYSTEM FOR PAVEMENT CONDITION RATING. FINAL REPORT

The Ohio Department of Transportation (ODOT) uses a Pavement Condition Rating (PCR) System to permit year-to-year tracking of pavement problem areas, and to assist in assigning maintenance priorities. The original PCR implementation was hampered by its dependence on paper records and the necessity of manual data transcription. This report describes a personal computer-based reporting system which has been developed to improve the speed, accuracy, and economy of PCR data-collecting and data-handling. The field portion of this system uses laptop computers to facilitate field operations of creating, checking, and editing of the pavement distress records. The office portion of the system permits further recall, checking, and aggregation of field records for analysis and mass transmission to the mainframe. Use of the PC-based reporting system has significantly improved the timeliness and efficiency of data operations, while relieving PCR personnel from much of the drudgery of routine operations and calculations.
