THE IMPACT OF LABOR PROTECTION REGULATIONS ON THE DEVELOPMENT OF ALTERNATIVE RURAL INTERCITY PASSENGER TRANSPORTATION IN KANSAS

This report was prepared by the Kansas University Transportation Center to document the events in the State of Kansas to secure federal financial assistance in providing alternative rural intercity passenger transportation service in Kansas. The focus of this report is upon the labor protection requirements within Section 13(c) of the Urban Mass Transportation Act of 1964, as amended. This provision for a labor protection agreement between federal grant applicants and labor unions came to be a substantial barrier to obtaining federal assistance in the State of Kansas.
