This report describes the Florida Department of Transportation's contract electronic bidding system, from its beginnings in the spring of 1988 to its full scale implementation in January 1989. An appendix provides the following: a copy the current specifications for the Department's contract electronic bidding system; samples of the current office procedures for diskette handling and the diskette bidding instructions; a section of the user manual; a copy of the memorandum informing the construction industry of the Department's intent of launching an electronic bidding program and announcing upcoming training sessions; a copy of the registration form for the training sessions; a copy of the training session reminder; a copy of the confirmation form sent to registrants; a copy of the announcement that identified the initial five projects for which diskettes would be available; a copy of the program upgrade announcement; and a copy of the user assistance package.
