SAMPLING AND EVALUATION OF PEAK HOUR FACTOR CHARACTERISTICS

The objective of this study is to evaluate the values and characteristics of the Peak Hour Factor on four-lane arterial highways for use in capacity analysis in Delaware. The report is organized in six chapters. Chapter 1 is an introduction. Chapter 2 defines the Peak Hour Factor. Chapter 3 reviews previous work on the Peak Hour Factor. Chapter 4 discusses the process of data collection. Chapter 5 analyzes the flow characteristics and fluctuations and computes the Peak Hour Factor for different time periods and its sensitivity with different parameters. Chapter 6 contains conclusions of the analysis.
