SYSTEMS OF ROAD INFRASTRUCTURE COST COVERAGE. REPORT OF THE 80TH ROUND TABLE ON TRANSPORT ECONOMICS, PARIS, 9-10 FEBRUARY, 1989

The purpose of this conference is to survey systems of road infrastructure cost coverage, with special reference to road pricing. A paper is presented on the political and strategic possibilities for road pricing, followed by a summary of the road accounts for Belgium and Switzerland, and a description of the toll system on French motorways. A further paper presents the difficulties involved in achieving public and political acceptance of international infrastructure projects which are beneficial in both economic and environmental terms, using as an example the Scandinavian link project. Conclusions as to the practicality of road pricing, the methods of collecting tolls, and the necessity for designing an overall accounting system for all transport modes are presented.
