THE INITIAL EFFECTS OF THE DEREGULATION OF BUS SERVICES IN EIGHT AREAS IN SCOTLAND. VOLUME 1: OVERVIEW

This report contains an introduction describing the aims and methods of research and an overview of the results from the eight study areas. Subsequent volumes present the results for each study area in more detail: volume 2 the Highland region (see IRRD 829561) volume 3 Fife region (see IRRD 829562), volume 4 Dumfries and Galloway region (see IRRD 829563) volume 5 Lothian region (see IRRD 829564) and volume 6 Strathclyde region (see IRRD 829565). Conclusions reached in volume one indicate: 1) a high rate of change has prevailed, especially in the conurbations; 2) more bus miles were being operated in November 1987 than in November 1985, with the greatest increases in urban areas; 3) widespread reductions of services had not occurred; 4) competition was extensive in urban areas and growing in rural areas; 5) competition for tender had taken place in both rural and urban areas; 6) there are now more providers of local bus services in the study area than prior to deregulation; 7) with regard to fares: more multi journey tickets are available; it is not possible to generalize about changes in average bus fares caused by deregulation; children and teenagers are facing higher fares; concessionary fare schemes are expanding, and 8) there is no clear pattern of changes in demand; passengers' perceptions of quality of services were favourable in more areas than not.
