This initial presentation in a series of reports regarding transportation for the elderly and handicapped, describes the experience in Delaware. The Delaware Authority for Specialized Transportation (DAST) and its predecessor the Delaware Interagency Motor Services (DIMS) have served the specialized transportation needs since 1971. Through its United Fund Affilition DIMS was able to provide good service at reduced expenses; revenues have made it 80 percent self supporting and grants have filled in the additional cash needs. DAST which began services in December 1974, and continues to use the basic DIMS format, is a legitimate authority empowered to pursue federal grants. DAST's approach to resolving problems of specialized transportation are briefly outlined.
