DOES CONGRESSIONAL VISION EXTEND TO 2020
The need is indicated for a transportation program that will move the country into the 21st century. The elements for such a program are described. First, it should recongnize the magnitude of unmet highway needs. Second, the program should recognize urban traffic congestion as a national problem requiring action to restore mobility to urban and suburban areas. Third, a visionary program should make the connection between transportation investments and economic growth. Fourth, it should recognize that increased federal transportation funding is needed to induce further increases in investments by state and local governments. Fifth, the program should provide a vision of improved mobility and safety that will spur action.
