THE EASTERN COUNTIES HIGHWAYS TRAINING SCHEME

This paper traces the origin of the modern trend to training following the setting up of the various industrial training boards. Although in industry, it is compulsory for firms with a wages bill in excess of fixed limits, or a set number of employees, to contribute to their industrial training board's funds, by way of a levy, in local government there is no legal requirement on authorities to contribute to the local government training board, which is a voluntary one. Most of the counties and the large municipal authorities pay levy to the lgtb, and amongst these were the six eastern counties - now reduced to four - who combined to form the eastern counties (highways) training scheme. This scheme has been in full operation for three years; the demand for A wide variety of skills courses has been maintained and the introduction of the two-day "signing for roadworks" course, which is to be given to all roadworkers in classes of 12 men and to some staff, in the four counties has taken up the major portion of the instructors' time this year. A one-day course on "emergency treatment of casualties" based on the lgtb handbook with this title, is also being given to classes of 16 men and is in considerable demand. With few exceptions, the roadworkers appear to appreciate the opportunity to partake in the various courses available under the training scheme.
