CAPACITY AND FLOW ON TWO-LANE HIGHWAYS IN DELAWARE
The purpose of this analysis was twofold: first, to evaluate the capacity of two-lane highways in Delaware while taking into account the latest knowledge in traffic flow; and second, to find out whether the level of service guidelines of the Highway Capacity Manual (HCM) are relevant to the highways studied in Delaware. From the results of this analysis, three conclusions were drawn: first, this analysis should be applied with caution because of the difficulty in collecting the data with the available equipment and because of the lack of some dense flow conditions on the two routes studied; second, the values obtained were for actual conditions and not ideal conditions (it is not recommended to change the ideal two-way capacity given in the HCM); and third, the values from the HCM and from this study have internal incompatibilities and therefore may lead to different levels of service, depending on the parameters used. In conclusion, it is suggested that the issue of capacity on two-lane highways in Delaware be pursued further.
