FEDERAL TRANSIT POLICY: SPECULATIONS ON THE FUTURE

For the near future at least, it appears that no major new legislation in the mass transportation area is needed or foreseeable. Modest amendments to the law would be a big help. Some increase in funds may be in the cards, and some fleshing out of programs, such as extending the operating aid provisions to embrace urban places of less than 50,000 population, are justifiable for the sake of equity. The important thing to observe now is how well the new formula grant programs work and how effective some of the requirements are in making transit more efficient to operate and more attractive to the urban public.
